SPS & CMS underlying infrastructure to merge?

I’m sure we’ll hear more about this as the PDC approaches.

Microsoft is melding the infrastructure underlying SharePoint Portal Server and Content Management Server (CMS) for the Office 12 wave starting next year.

Do you have a MOSS 2007 version of the solution to open links in a new window by customizing a site template the Microsoft supported way ? Any information is appreciated.
