Minimizing the page weight in anonymous SharePoint 2010 Publishing Sites

SharePoint 2010 uses a lot of JavaScript libraries to implement the very rich and responsive user experience. Many of these libraries are necessary to implement the ribbon and other editing controls. While the new script-on-demand (SOD) capability in SharePoint 2010 is supposed to suppress libraries that aren't needed on a specific page request, some still seem to get through.
